International Adoption

This program provides information and education, home study and post placement reports for international adoptions. CHSW works with many international adoption agencies and provides pre adoption education that meets the Hague Convention requirements.

Foster-to-Adopt Program

Through this innovative program children are placed in homes with the intention that if they become legally free (the legal connection with their birth family has been ended), they will be adopted into their foster family. Program staff are diligent in their efforts to match families and children, thus avoiding multiple foster placements, which are damaging to a child. The purpose of the program is to find permanent homes for children soon after they come into foster care, when their casework plan indicates that they may be unable to return home. CHSW provides training and support throughout this process.
Email Judy Wood at judyw@chs-wa.org or Sherry Rosing sherryr@chs-wa.org, or phone (253) 472-3355 for more information about CHSW's foster care services.

Thea is a 45 year old adoptive mother to a 4 year old little girl adopted from China. Her passion for adoption work was peaked as a result of her own adoption journey. Since 2005 Thea has found joy and delight in helping children and families find each other. She has nearly 25 years of social work experience with high risk youth which has been a solid foundation in her success with adoptive families.

Thea has a Master’s Degree in Social Work from Boston College, and a Bachelor’s Degree in Social Work from State University of New York at Stony Brook. Her concentration in both academic programs was on clinical social work with children and families. She has been a child and family therapist in community agencies and in Special Education Programs in several school districts.  She finished her work in Special Education as a Behavior Consultant to school administrators and teachers.  In addition, Thea has been teaching Psychology, Sociology, and Human Services at the university level since 2000. Most recently she has been asked to teach at the University of Washington, Tacoma in the School of Social Work Program. It is important to her to influence the next generation of social workers to the sensitivity of the varying nature of families.

Thea’s experience with adoptive families began as a provider of the two adoption assessment reports, namely the homestudy and post-placement. These evaluative tools allow her to make a judgment about a family’s readiness to adopt and about the progress of a child’s placement into a home.  Her approach is to support and guide the family through their “paper chase” of adoption documents.  Equally important to documentation is the family story. She approaches all family stories as exceptional and is honored to be invited into this important chapter in their lives.

I am a Licensed Independent Clinical Social Worker and I provide home study services, post placement services, and other services related to the adoption process such as pre-adoptive counseling. I have worked in the fields of child welfare and adoption since 1999. I complete home studies for both domestic and international adoptions, including Hague compliant home studies. I have completed home studies for single-parent and step-parent adoptions as well. I work with clients of all ages, races, sexual orientations, and various other demographics.

I have a passion for working with children and families, and feel that every child has the right to be in a loving family and loving home. I believe in working together with clients to make their adoption experience as comfortable and smooth as possible, answering any questions they may have along the way. Adoption is such a wonderful experience, and I feel honored to be a part of the process of bringing children and families together.

My approach to the home study process is to make the adoptive parents feel as comfortable as possible, and to educate the adoptive parents as much as possible. This helps me to really understand and get to know the family, and helps the family to understand adoption.

I operate from a strengths perspective. Any weaknesses that are uncovered during the home study process, whenever possible, I work with the family to help turn that weakness into a strength.

As a Licensed Clinical Social Worker (L.C.S.W.) in both Washington and Oregon, I have been completing adoption home studies for over 14 years. Working as both an Adoption Specialist for the Division of Children and Family Services, and as a private Adoption Consultant, I have completed over 1,000 pre and post placement adoption home studies. This has included domestic adoptions, as well as International adoptions, from countries such as China, Russia, Ukraine, Guatemala, Thailand, Vietnam, Haiti, Ethiopia, Kazakhstan, The Marshall Islands and The Philippines, to name some. I am also experienced in completing Hague home studies, for Hague-accredited countries.

I am organized, professional, competent, efficient and pride myself in producing a very thorough and professional adoption home study, in a timely manner. I can work with a short deadline, if I receive all of the necessary paperwork from you quickly. I begin by sending out a packet, which includes all of the paperwork required to complete a home study. Next, we set up a meeting date and time, where I come to your home for the interview and walk-through of your home. After our meeting, I spend several hours “perfecting” your home study by combining all of the written paperwork and our interview. After I have proof-read your study several times, I prepare the correct number of copies required for your adoption, and then mail the original (notarized) copies to your agency/attorney, with a copy also mailed to you.

I am available to consult with you regarding adoption-related questions, so please do not hesitate to call me at 360.576.6597 (office) or 503.998.2218 (cell).

As a member of the National Association of Social Workers (NASW), I have always abided by their strict Code of Ethics. I have been a member of NASW for 14 years, and have never had a complaint filed against me. I treat each individual with kindness and respect, I honor diversity and I practice with integrity in all of my work.

I have worked with children and families in the Social Service field for 30 years (in different positions). In my private therapy practice, I see individuals, couples and families, many of whom come with parenting and adoption-related issues. This includes issues related to attachment and bonding (Reactive Attachment Disorder), family systems, failed adoptive placements and Post Traumatic Stress Disorder, to name some.

I would be happy to provide references of pleased adoption home study clients, if asked.
